In these circumstances Sir E. Grey would be glad

if he could be more fully informed as to the recent

instructions issued in this matter to Colonial Gov-

ernors and as to the grounds on which it has been

thought necessary to impose a restriction on the func-

tions of foreign consuls at British Colonial ports.
